ABC news reports on this second raid. The raid was foiled by the intervention of heavily armed Kurdish guards. The purpose of the raid was to detain more Iranians. One report says that they were Iranians from the "consulate" that had been raided earlier.
Obviously these US operations were kept secret from the Kurds and no doubt from the central government as well.
